Development Hydro-agricultural development, is the methodology of the participatory approach in the context of small and medium hydraulic PMH which is based on the dialogue between the technical services and the local populations.
It is based on two strategic concepts:
Participation and partnership, its main objective is to closely associate all of the local actors in an iterative and continuous process of identifying potentials and constraints, prioritizing and prioritizing the problems raised. , definition of concerted solutions and participatory planning of identified development actions.
The approach tends to define the role of each of the stakeholders (State, technical services, NGOs, populations, etc.) in the sustainable management of natural resources and the promotion of negotiated integrated development. It thus promotes consensual decision-making and facilitates contractualization in terms of carrying out development actions.
This approach mobilizes a set of participatory diagnostic tools (facilitation of meetings, semi-structured interview, observation of practices and landscapes, diagrams, priority matrix, problem tree, social map, transect, etc.). gender approach is particularly important to take into account all the needs and expectations of the population according to gender
